If I import an audio file and it's an MP3, which is compressed, will a bounce in place turn it into an uncompressed wav file?

No, compressed means information has been removed, hence a smaller file size.
In comparison, wav streams at around 2000kb/sec (dont quote me on the exact number). 320kbps mp3 streams at, you guessed it. 320kb/sec. So alot less.
The info thats been removed is gone, and you wont get it back
