Not able to download refills for Essentials 8.3. Any one else?

When I go to the Reason Shop from Reason Essentials 8 I find that all of the refills are listed as 'not available to this account'.. If I dig a little deeper I find the information that I need another version of Reason Essentials for example:

Please update your account before purchase

House Nation requires another version of Reason, Reason Essentials or ReCycle than what you currently have registered to your Propellerhead user account.

I purchased the download of Essentials from the Reason Shop.. it's updated to the latest version.. I haven't 'tinkered' with it in any way.. it's a recent and legal install.
Does anyone have any suggestions?
